Background

The project seeks to address the escalating and ever demanding scourge of HIV and AIDS pandemic. It aims at continuing with interventions that have proved to take the country into the next level in the reduction of the pandemic. Aware of the fact that the disease is by now stabilizing at least for the first time in a long time, but are equally concerned that it is stabilizing at the very high stage. Therefore, to address issues of Treatment, Care and support and to engage in Impact mitigation. Though interventions related to impact mitigation are to be dealt within the decentralized response through local government structures, it is worth mentioning that our organizations are ready to embark on activities related to decentralized approach, since some of them are already dealing with activities entailed within the local government structures. The project shall be implemented through a number of our member organizations most of which are already playing an active role in the priority areas as set in the guidelines.

Program Implementation

The project is focused on the following:

Prevention
Particularly in regard to Life Skill and Self Reliance for out of school youth the programme intends to first of all harness the existing life skill curricular, both developed by the Ministry of Education and Training (MOET) on the same token the project shall empower youth and adolescent with necessary skills and knowledge to prevent and control substance abuse. It is also the plan of the project to engage youth in IGAs that have proved sustainability even beyond the life span of the project. This will go a long to curb the girl child to engage in sexual activities in an attempt to fight poverty. The highlight of this intervention will be coming up with the Youth Action Plan on Life Skills and Self Reliance for out of school youth.

On women and girls:

The project plans to capacitate the girl child with preventive education on abstinence. It will also equip girls and young women on skill to stay in healthy love relationships. The project shall also educate women and girls on laws and policies that empower them. One Act that women and girls shall get tautology on is the Legal Capacity of Married Persons (2006), coupled with The Sexual Offence Act of2003. The highlight of issues relating to Women and Girls empowerment on life skills relating to their rights shall be commissioning new interventions and rolling out the already existing ones like; ‘Gender, HIV and AIDS and Law in Lesotho: Embracing Rights-Based Approach to Promote Women’s Sexual Reproductive Rights.’

Training Teachers on HIV and AIDS

The project intends to keep the teaching pool in the classroom as opposed to when interventions that are reactionary, that come when the damage is already create.

The highlight of this component is to reduce new infections among teachers and to equip learners with skills that will enable the overcome peer pressure and other pressures that can lead them to infection.

Treatment, Care and Support

Interventions in this area shall focus on training people on ART. The emphasis shall be on dispelling the myths around ART. Both the social and health benefits from proper usage of ART shall form the pinnacle of the intervention. The project shall develop a baseline data analyzing the degree of ART literacy and adherence country wide.

The project will engage stakeholders in each of its components. The member organizations will be the ones spearheading the interventions. Therefore, out of school youth, the herd boys, women and girls, teachers and people shall be differently involved right through the project.
