Lesotho Council of NGOs (LCN) has organised a three day workshop for NGO Directors to be held at Oxbow Lodge in Butha - Buthe starting 10/04/06 to 12/04/06.

The objective of the workshop is to equip Directors of NGOs with information that would assist then in their lobbying and advocacy in issues related to pro-poor public expenditure management. The other objective is to build civil society organizations effectiveness and efficacy in influencing pro poor policy arena in the context of Poverty Reduction Strategies Paper (PRSP) and finally to build civil society organizations director’s capacity in influencing PRSP implementation. The workshop also intends to deepen, through shared analysis, participant’s appreciation and understanding of budget tracking concepts as a site for strategic influencing in the interest of poor and marginalized people.

The expected output is to have a group of committed and knowledgeable development and advocacy workers that can be able to analyze and track the public expenditure in relation to the implementation of the PRS priorities. On the other hand the directors would appreciate challenges in relations to access to information in regard to budget tracking.

Meanwhile, the Public Accounts Committee one day meeting will be on Friday (07/0406) at the same venue (Oxbow Lodge) to share our findings and initiate dialogue that will facilitate partnership between government and civil society on national development issues. Specifically, the meeting aims to form the basis for joint discussions around implementation of the poverty reduction strategy and how to ensure that budget allocation and public expenditure are in line with the national development priorities identified in the PRSP.

The two initiatives are part of the Civil Society Support Programme (CSSP), a programme that is being spearheaded by the LCN, whose key objective is to strengthen the capacity of NGO’s so that civil society is a viable partner in development initiatives undertaken by the government.
