developing the Lesotho Policy Analysis and Budget Guide |
Lesotho Council of NGOs is
developing the “Lesotho Policy Analysis and Budget Guide” which will
be an adaptation of existing guides within the broad theme of
“economic literacy”. The development of the guide is taking place at
Mount Maluti Hotel in Mohale’s Hoek. It started on Monday (08/05/06)
and will end on Friday (19/05/06).
The Lesotho Policy Analysis and Budget Guide will serve as a guide
with definitions of key concepts and the general terminology used in
both policy and budget work. It will contain clear and accurate
descriptions of key concepts and meanings of the budget systems in
Lesotho as well as the timeline and description of the budget
process. In this training manual, our aim is to ensure personal
transformation of the people that will be trained in policy analysis
budget tracking and also to ensure that they actively participate in
local democracy and governance.
Target Group: Civil Society Organisations and Parliamentarians. It
will be a tool that parliamentarians will use as they prepare
themselves to tackle the budget in an informed and productive
manner. On the other hand, it will enhance the work of the Civil
Society Organisations in policy engagement and advocacy.

It is widely recognized that budgets play a key role in service
delivery by Government. Governments at all levels provide various
services in the areas of health, education, environment and many
others. However, the provision of such services depends on the
budgetary allocations.
Working on the guide are NGOs together with budget experts.
