Lesotho Council of Non-Governmental Organisations (LCN) is organised
into sectoral commissions for effective co-ordination and management
of member programmes. The main objective of establishing the
commission is to group NGO's with similar programmes/objectives
together in order to share experiences and so to facilitate the work
of co-ordination by LCN Secretariat. The commissions are constituted
as follows:
Agriculture, Environment And Natural Resources Commission
Members of this Commission who have programmes or plans to engage in
sustainable agricultural, food security and environmental issues to
contribute to the improvement of Basotho livelihoods. Some members
work in the field of advocacy, others with grassroots communities.
Business and Commercial Development
Commission
Members under this Commission are mainly involved in income
generation projects. The focus of the commission is to promote
small-scale enterprises and to generate employment. The commission
also seeks to promote joint ventures for small-scale manufacturing
and other enterprises development.
Democracy and Human Rights Commission
The main objective of this commission is to co-ordinate NGOs efforts
in democracy and human rights issues. The role of the LCN through
the Democracy and Human Rights Commission is to sensitise the NGOs
about democracy and human rights issues. It is through the effort of
this commission that the NGOs have played an important part in the
democratisation process in Lesotho and where the Voter Education
Programme is being administered. The commission has 22 NGO's.
Disaster and
Humanitarian Relief Commission
The role of this Commission is to co-ordinate the disaster
management relief operations of these NGO's, using the specialised
knowledge of the commission. Effective co-ordination of this sector
requires that disaster preparedness measures be put in place by the
NGO’s participating in disaster management and relief.
Human Resources
Development Commission
NGO’s under this sector provide social services such as health,
welfare and education. Members of the commission also carry out
training of the communities. The Human Resources and Development
Commission is responsible for building capacities of its members and
ensuring that skills of NGO’s personnel are developed so that the
NGO’s in turn can train their members. In addition, the commission
takes keen interest in issues related to education Lesotho and
provide feedback to both the Ministry of Education and other
training institutions. It has 14 member NGO's.
Under HRDC there are two main programmes. These are Population and
AIDS awareness. Members have decided that the commission should
develop co-ordination programmes to facilitate effective
co-ordination of efforts in responding to different problems.
Women and Children Commission
This Commission co-ordinates all activities of organisations dealing
with women and children issues. It was formed at the time when
gender issues and gender equality were on the agenda in the country
and internationally. Its focus therefore, is to improve political
participation of women and to ensure that their rights are not
violated.
